			<content:encoded><![CDATA[<p>              The Rosario Island Coral Reef System is one of many marine National Parks in the Caribbean sea, and one of 46 in Colombia.  The park covers an area of about 20 hectares of coral reef and 43 different islands.  &#13;<br />
The reef was formed hundreds of years ago.  Volcanic activity deep below the earths surface pushed the seabed up over time, allowing coral beds to form and marine life to flourish.  Today the area is home to more than 1,300 species of plants and animals and is a fantastic location for diving, snorkeling and other recreational water activities.  &#13;<br />
In 1977 the area was declared a National Park by the State Ecological Authority, for the purpose of protection, preservation and study of this fragile eco system of marine life.  But declaring the site a National Park has not been enough to protect the reefs from damage, and today the area still remains under threat.  &#13;<br />
After two years of research and data gathering, a report was published in 2002 on the Status of Coral Reefs in Southern Tropical America.  The project was a joint initiative of authorities from Brazil, Colombia, Costa Rica, Panama and Venezuela.  &#13;<br />
The report stated that &#8216;The coral reefs, have changed radically in the last 35 years, in particular during the 1980&#8217;s, due mostly to anthropogenic stresses compounded by natural disturbances. &#8216; Research shows an alarming decline in the coverage of the reef by live coral in the area.  Warmer sea temperatures contribute to the damage by killing off live coral and exposing the dead, calcified coral underneath.  This is known as coral bleaching.  Other threats include lower fish populations and high incidence of coral disease and large populations of sea urchins, who feed on live coral.  &#13;<br />
The report blames sewage pollution, tourism impact, resource extraction, over fishing and coastal development as the main causes of damage to the area, compounded by natural problems such as shifting weather patterns (El Nino), hurricanes and runoff from rivers in the region.  &#13;<br />
Whilst the larger rivers such as the Amazon, Orinoco and Magdalena deliver nutrients to the sea, they also deposit sediment and pollution which can slow coral growth or kill off existing corals.  Fish and other organisms in the water require coral as a food source or to provide protective habitats from their predators, without it, the species could suffer population loss, and ultimately, extinction.  &#13;<br />
The report warns that &#8216;the rate of coral reef decline will not be reversed until there is more effective government intervention and recognition that policies and laws need to be implemented and enforced. &#8216; &#13;<br />
It recommended further study and mapping of the region, ongoing long term monitoring, funding for conservation efforts, and laws to prevent damage by tourism and resource extraction.  Since then, international and local efforts have been made to manage and protect the marine park through these recommendations.  &#13;<br />
In the mid 1980s, the Rosario Islands Oceanarium was established.  A research and education centre that hosts international events in marine life research, regularly collects data from within the National Park and presents information to members of the public about the state of the marine environments in Colombia.  &#13;<br />
As well as the Museum of Marine Life, the Oceanarium features many open water pens to display and provide protection for marine animals such as fish, dolphins and sharks.  The animals are free to come and go as they please, but when at the oceanarium, they are provided with food and medical attention.  The scientists at the centre have been able to collect valuable information about the state of the animals health as well as closely monitor their natural environment as a result.  &#13;<br />
Visitors to the centre not only have the chance to enjoy an encounter with the diverse range of animal and plant species that live in the National Park, but also the chance to learn about the the threat to the park and what efforts are being made to protect it.  &#13;<br />
Unfortunately, despite being one of the top five countries in the world with the most natural diversity, Colombia&#8217;s efforts to clear international debts and the fight to eradicate armed conflict have taken funding priority over helping conservation efforts for this and other National Parks in the country.  &#13;<br />
Research, park management and conservation projects are largely funded by international conservation aid, private organisations and their sponsors and private donations.  A small portion also comes from eco-tourism projects.  &#13;<br />
Conservation groups are hopeful that as Cartagena&#8217;s popularity as a great tourist destination strengthens, the government will provide more support for the protection of this valuable natural wonder.  In the meantime, education seems to be the park&#8217;s best chance of survival.  Its up to visitors, local tour operators and residents to take responsibility and care for the area, to protect it so that future generations can enjoy its beauty.<br />

<p>That feeling of adventure that traveling is supposed to evoke has become jaded.  This is what has given rise to a new form of travel these days – Adventure Travel! Adventure travel is not only popular with the adrenaline filled youth, but is increasingly being taken up by people of older generations too, because of greater fitness, health, leisure time and economic prosperity. &#13;</p>
<p>There really is very little else in the world that can be more thrilling than adventure travel, because it primarily involves risk taking.  When you get out there, you finally start experiencing life at its edgiest &#8211; which is part of its excitement.  It is not hard to figure out why. &#13;</p>
<p>Adventure travel usually takes us into close proximity with Mother Nature at her rawest best.  It also often introduces us to new peoples and cultures, thus broadening our perspective about the world we live in.  &#13;</p>
<p>For those who really are into hardcore adventure travel at its adrenaline pumping best, there are many options, such as scaling the fourteen thousand feet craggy mountains of Colorado or the even loftier snow-capped peaks of the Himalayan range, bicycling along the route of Tour de France, or trying out a new heart-rate pumping adventure sport like white water rafting in treacherous, rolling icy waters.  &#13;</p>
<p>You may choose to try parasailing into the updrafts from vertiginous cliffs, bungee jump off precarious toe-holds, or ski down hair-raisingly steep mountain sides.  If it is thrills you are looking for, there is no dearth of them. &#13;</p>
<p>However, not all adventure travel need comprise of spine-tingling feats, defying death.  For the gentler bent of mind, there are trips you can take which can be equally exciting and stimulating, without much danger involved in them. &#13;</p>
<p>For example, you could float up above the African veld in a hot air balloon to watch lions stalking their prey below, or take a walking tour of the ancient Angkor Wat temple smothered in the Cambodian jungles, or hike through the forest trails in the Amazonian jungles experiencing the exotic wild life there like the Caymans snoozing on the banks of the rivers or the brightly hued parrots squawking in the canopy of branches overhead.  &#13;</p>
<p>Some of the other adventure travel sites include eco-trekking through the rain forests of the Caribbean in order to get up close to the insects, birds and animals that inhabit it.  You could take camping trips to various exotic locales still off the tourist map and learn about the local people – their food habits, costumes, language and culture by actually interrelating with them. &#13;</p>

			<content:encoded><![CDATA[<p>              Manhattan, New York &#8211; February 21, 2008 &#8211; The February 6-7th, Winter, Stock &amp; Bond Auction at R.  M.  Smythe &amp; Company (#277) saw heated bidding that was typified by the sale of a featured stock certificate from Buffalo Bills Wild West Company, which saw a final hammer price of $20,000.  The beautifully illustrated certificate featured a portrait of Buffalo Bill at top center.  Other noteworthy sales that warmed the winter auction included:&#13;</p>
<p>Lot # 1396 (Presale Estimate &#8211; $15,000-25,000) Final Bid &#8211; $19,000&#13;</p>
<p>Accessory Transit (of Nicaragua) (NY) 1856.  #12.  $5000.  Bearer Bond.  Auxilliary ocean going steamship.  Signed twice by Cornelius Vanderbilt as president, and on the reverse.  Not cancelled.  John W.  Amerman.  NY.  VF. * &#13;</p>
<p>    Cornelius &#8220;The Commodore&#8221; Vanderbilt (1794-1877) was an American financier and founder of his family&#8217;s fortune.  At the age of 16 he bought a boat and ferried passengers and goods between Staten Island and Manhatten.  He later made a fortune in the steamship business, earning himself the nickname &#8220;Commodore. &#8221; In 1862 he sold his ships and turned to financing railroads, where he amassed a greater fortune estimated at $100,000,000 making him one of the richest men of his time.  Accessory Transit was organized by Vanderbilt to move passengers and freight to the West Coast through Nicaragua.  Vanderbilt hired C. K.  Garrison as his agent through San Francisco, and Charles Morgan as his agent in New York. &#13;</p>
<p>Shortly after this bond was issued came the &#8220;war of the three commodores,&#8221; between Charles Morgan, Cornelius Vanderbilt and George Law.  Accessory Transit competed openly with the Law-Aspinwall mail subsidy line.  Morgan and Garrison, on the other hand, manipulated the Transit&#8217;s stock in such a way that they profited while Vanderbilt lost heavily.  Vanderbilt is said to have stormed at them, &#8220;I will not sue you because the law takes too long.  I will ruin you. &#8220;&#13;</p>
<p>Vanderbilt did manage to unseat Morgan and Hoyt from the board of directors, but another headache immediately developed in the form of William Walker, who invaded Nicaragua with the support of Morgan and his Associate! William Walker made himself President of Nicaragua.  In order to get the money needed to keep a 1200 man army together, he took sides in the in-fighting within Accessory Transit Company.  Foolishly backing those who had double crossed Commodore Vanderbilt, Walker confiscated the company assets and handed them over to the insurgent faction.  Vanderbilt retaliated with a blockade, cutting Walker off from reinforcements while inciting the neighbouring states.  Vanderbilt sent mercenaries to Costa Rica, where they obtained a small force of native troops to attack Walker.  As a result Walker suffered defeat and had to flee in May 1857.  Vanderbilt was then back in business with Nicaragua. &#13;</p>
<p>The first Accessory Transit Certificate signed by Cornelius Vanderbilt that we have sold in over a decade, a museum quality certificate that may not be obtainable again in a lifetime of collecting. &#13;</p>

<p>Black Star Line (DE) 1919.  #2153.  5 shs.  Green.  Eastern Hemisphere globe with the title &#8220;Africa The Land of Opportunity&#8221; flanked by a field hand and an ocean liner.  Signed by Marcus Garvey as president.  VF. * &#13;</p>
<p>Marcus Garvey (1887-1940) was convinced that African Americans could not prosper in countries where they were the minority race, Garvey urged a &#8220;Back to Africa&#8221; movement, and conceived of a steamship trading company trading between New York, the West Indies and Africa.  Over a half million in subscriptions poured in, but the enterprise never materialized.  Garvey was arrested, convicted of mail fraud, and deported to Jamaica. &#13;</p>
<p>Lot# 1092 (Presale Estimate &#8211; $500 to $1,000) Final Bid &#8211; $1400&#13;</p>
<p>Chesapeake &amp; Ohio Canal (MD) 1838.  #12.  2500 shs.  People stroll along the Canal and the Potomac River at left.  Signed as corporate president by George C.  Washington (1789-1854), grand-nephew of George Washington, congressman and Indian treaty negotiator.  Tape stain center, otherwise VF. * &#13;</p>
<p>    This enterprise was chartered in 1828, in succession to the old Potowmack Company.  Half of the six million in capital came from the States of Maryland and Virginia as well as the cities of Washington, Georgetown and Alexandria.  Although John Quincy Adams turned the first spade, the undertaking was not a success.  A change of plan widening the canal made it impossible to finish the work within the constraints of the capital.  By the crash of 1837, all of the $8 million had been spent and the canal was still 50 miles from Cumberland.  In the meantime, President Jackson had to repeatedly call out the militia to restore order among the quarrelsome and striking workers. &#13;</p>
<p>Finally, in 1850, way over budget, the canal reached Cumberland, whose coal mines at least offered a commercial product that could be carried to Washington.  The company ran at a profit from 1860-1880, with the exception of 1877 when a great flood on the Potomac wrecked the works.  The company got back on its feet, but the Baltimore and Ohio Railroad steadily drained away its business.  It lingered until 1924, when another great flood destroyed the works and made reconstruction financially impossible.  The Federal government bought the land as a park in the 1930&#8217;s. &#13;</p>
<p>Lot# 1116 (Presale Estimate &#8211; $600 to $900) Final Bid &#8211; $950&#13;</p>
<p>Lewis &amp; Clark Centennial &amp; American Pacific Expo &amp; Oriental Fair (OR) 1904.  #1656.  One share.  Green.  Large gold embossed corporate seal with an image of a settler and Indian pointing to a map of the Louisiana Purchase.  &#8220;Where Rolls The Oregon&#8221; ships in harbor.  Meriwether Lewis and William Clark on either side.  Nicest we have seen.  Extremely Rare.  VF+.  &#13;</p>
<p>    This exhibition was held in Portland, Oregon, in 1905, to commemorate the anniversary of the famed Lewis and Clark expedition from St.  Louis to the Pacific Coast, which charted a route to the West through the Rocky Mountains. &#13;</p>
<p>Lot# 1209 (Presale Estimate &#8211; $2,000 &#8211; $4,000) Final Bid &#8211; $2600&#13;</p>
<p>Estate of Alexander Hamilton (NY) Nov.  29, 1804.  $200.  Printed form.  Signed as trustees by Gouverneur Morris (1752-1816) patroon, Morrisana, diplomat and US senator.  He was a member of the Continental Congress and one of the three drafters of the Articles of Confederation.  Also signed by Rufus King (1755-1827), Revolutionary soldier, Continental Congressman, US senator from NY, twice a US senator, unsuccessful Federalist candidate for President in 1804 (thus at signing).  Another signer was Oliver Wolcott, Jr.  The other signers were Robert Benson and Thomas Wilkes.  Framed behind glass with an engraving of Gouverneur Morris.  Not examined out of frame, but appears to be EF.  &#13;</p>
<p>  Issued just four months after Hamilton&#8217;s famous duel with Vice President Aaron Burr.  Hamilton was brilliant at getting the affairs of the United States in order, but he allowed his own personal finances to fall into complete disorder.  The four gentlemen who signed this certificate formed a committee to liquidate Hamilton&#8217;s assets in order to try to save something for Mrs.  Hamilton and the children. &#13;</p>

			<content:encoded><![CDATA[<p>              Surely, lots of people were given a wish for the year 2007 not to play a lousy trick on them.  I don&#8217;t know whether somebody addressed the same wishes to the online gambling industry. . .  But apparently, no one can say that the year turned out to be particularly successful.  Let us have a look at what happened to online casinos and online poker the past year.  &#13;</p>
<p>The problems started even earlier, in 2006, when the USA passed the law forbidding online casinos and online poker rooms accept gamblers from the USA, as well as financial institutes to serve gambling transactions of American citizens.  A lot of casinos and poker rooms closed their doors to American players at once, but as long as there were establishments where Americans were allowed in, it didn&#8217;t seem to be a crucial problem.  In fact, serious troubles started in February, 2007, when two former senior managers and principal shareholders of Neteller Company were arrested in the USA.  Soon afterwards the accounts of Neteller with 55 million dollars were arrested, and the company had to refuse to work with Americans.  &#8220;What does it have to do with poker&#8221;, you might ask.  The matter is that Neteller was the basic and the most comfortable payment tool of American gamblers! Practically all the credit cards of American banks have not been working with online casinos and poker rooms for a long time now.  Bank transfers from American banks cannot also be made or received, there is even a problem with cheques.  As a result Americans have lost a possibility to make deposits or withdraw their winnings from online casinos and poker rooms.  Straight after Neteller&#8217;s problems another e-wallet payment systems terminated the acceptance of new clients from the USA.  Click2Pay, MoneyBookers and FirePay had split off even earlier.  In fact only ePassport continued its operation, but they just could not cope with the overflow of casino players from the USA.  All in all a lot of American gamblers had to finally leave online gambling establishments.  &#13;</p>
<p>In America a lot of people hoped for counteraction of Antigua and European countries through the World Trade Organization against online casinos, some people dreamed of removal of a legislative ban at least for poker, but these dreams were not fated to come true.  Instead, the Department of Justice (DoJ) moved aggressively against London-based BetonSports, which maintains operations in Costa Rica and Antigua aimed at U. S.  gamblers.  &#13;</p>
<p>WTO hardly trying to hide &#8220;the real face of free trade&#8221; awarded the affected countries &#8220;sixpenny&#8221; compensation, not in the least connected with gambling business (for example, Antigua was allowed to &#8220;pirate&#8221; with American intellectual property to the amount of 21 million dollars per year, though the companies&#8217; losses run into hundreds of millions).  Individual law-makers prompted by various organizations such as Poker Players Alliance (???), tried to propose amendments to the law, but it ended in talks and news lines.  There is no serious advance as regards legalization of online poker games (all the more so online casino games), and is hardly expected in the near future.  &#13;</p>
<p>As a result, if earlier online poker rooms grew at an extremely huge rate (doubling every six months), then in the year 2007 there was a turnaround to a sort of stagnation.  Online poker rooms which ceased to accept American players did not recover the old level (but for, perhaps, the iPoker network which bought a couple of other European leading networks).  SportingBet had to close whatsoever one of the formerly most popular online poker rooms &#8211; Paradise Poker.  &#13;</p>
